Come si fa a valutare un’offerta per la privatizzazione di un bene pubblico, un aeroporto addirittura, stando a decine e decine di chilometri di distanza dal luogo dove si svolge materialmente l’esame degli atti? Impossibile? Con lo scalo senese di Ampugnano è successo. Alle 9 e 30 della mattina del 10 settembre 2007, proprio mentre nella sede centrale del Monte dei Paschi al numero 2 di piazza Salimbeni a Siena, veniva avviata la fase cruciale, ufficiale e formale della privatizzazione, il responsabile della procedura, Lorenzo Biscardi, era da un’altra parte. Dove? Quasi sicuramente si trovava in viaggio sull’autostrada del Sole da Roma verso Nord per poi dirigersi attraverso il raccordo Siena-Bettolle a Sinalunga e a San Gimignano. E neppure il giorno successivo Biscardi si trovava dove sarebbe dovuto essere, cioè dove si stavano vagliando le offerte. La verità nelle celle telefoniche
I suoi spostamenti e gli orari sono stati desunti dall’esame delle celle telefoniche agganciate di volta in volta dal suo telefonino, esame effettuato con pazienza certosina per conto della magistratura dai carabinieri del nucleo investigativo e dai finanzieri della tributaria di Siena e inserito in un dossier di 700 pagine contenente numerosissime intercettazioni telefoniche. Un voluminoso incartamento che Il Fatto Quotidiano ha potuto consultare.
Stando ai verbali ufficiali della riunione, invece, Biscardi non solo sarebbe stato presente all’apertura della procedura di selezione, ma avrebbe consegnato alla commissione di valutazione una serie di atti: i plichi con le offerte presentate dai due concorrenti in lizza, la copia dell’invito a manifestare interesse pubblicato sia sul sito dell’aeroporto di Ampugnano sia sul Sole 24 Ore del 30 giugno 2007, una copia della lettera di invito inviata a tutti i soggetti che avevano manifestato interesse. Stando così le cose, delle due l’una: o gli inquirenti che hanno indagato sulla faccenda hanno preso un clamoroso abbaglio, oppure è fasullo il verbale di quella riunione importante, anzi, determinante, per quanto riguarda il processo di privatizzazione dell’aeroporto di Siena. E se è fasullo il verbale, tutta l’operazione di privatizzazione rischia di essere viziata. I magistrati della Procura della Repubblica di Siena nell’estate di un anno fa hanno messo sotto indagine per turbativa d’asta Lorenzo Biscardi e altre 15 persone tra cui spicca il nome di Giuseppe Mussari, il banchiere Pd. La Corte ha dichiarato ammissibili due dei nostri quesiti e ne ha cassato un terzo, oltre a quello proposto dall’IDV.
